what's with the level system? like some sites are level 4 or level 5 or something. Who rates it and is it possible to find a list of the "levels"

Level Rating: This is on a scale of 1 To 10 to rate sites on how hard they are to get into. 1 being the easiest to get into a site and 10 being the hardest to get into a site.
